American lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators proposed a proposal unacceptable to Democrats: eliminating the ACA, called Obamacare.
Deepening Consequences of Federal Closure
The effect on Americans from the lengthiest closure of the federal government in history deepened on Saturday, as federal workers went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Plan from Florida Resort
As weekend session got under way, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is actually better for the consumer," one senator said.
Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Democratic senators expressed alarmed responses to Trump's proposal.
"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."
Ongoing Talks
The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an willingness to an developing plan from a handful of moderate Democrats to end the shutdown in exchange for a future vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and extend the payments for a year.
Another senior Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the payments before negotiating the future of the tax credits.
"Inaction is derelict because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Partisan Dynamics
None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Several analysts suggested that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with existing health issues.
After his resort visit, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the plan that failed to secure enough backing in 2017.
